As someone who has had to live without the Forest Park Parkway for three? years, Metro is a mess. You can blame the design firms all you like, but it is Metro put forth the plan and Metro must gets blame/credit surrounding this project. In five years, it could be the greatest thing ever, but it isn't today, and everyone knows it.

I hope Metro does the money back from the design firms. Best of luck on that front. Something tells me that the public will never find out how much was recovered, if any, because it will be confidentially settled out of court to save face all around.

I hoped Metro would have put in the contract something like, for everyday late, someone owes Metro $x,000. There is nothing like a financial incentive to get things done to spec and on time. I don't think getting an incentive clause is hindsight being 20/20.

Worst of all, Metro has lost its credibility with me and, possibly, many other voters. I am generally in favor of light rail and have enjoyed my limited experiences on Metrolink. However, there has got to be a cost benefit calculation in there as well.

The next cost estimate that is given by Metro cannot be taken seriously, and the next time frame estimate must be looked upon very skeptically. I don't know that Metro knows how to negotiate a contract in the public interest. My rant is over.

It felt kind of good after I had to alter my way to and from work for so long.

Metro may not know how to negotiate a contract in the public interest, but neither does the Cross County Collaborative that took the money and ran (a very inefficient project). Metro made itself vulnerable, yes, and deserves a lot of criticism for a lot of reasons -- but let's not leave out the corporations that fattened up on public money.

It's a continuing joke for Metro to tell the public it will recover money from the Cross County Collaborative to pay for completion of the project. Any attorney worth his/her salt will tell you that to bank on a recovery in court is foolish; a more certain outcome is possible if Metro's President went to Vegas to recover the funds. Larry Salci's ego just won't allow him to admit that Metro NEVER had firm control on this project, and NEVER had a handle on the costs, which were repeatedly misrepresented to the public and to the Metro Board. Case in point: Metro never anticipated the problems caused by starting construction of the project before having finalized plans for relocation of utilities, and never considered the effect of design changes. When costs escalated, it was easy to blame the Cross County Collaborative, but the truth was Metro was in charge of securing utility relocations and paying for same. Metro was in denial, or worse, wholly ignorant of what changing the design to suit each community would do to the project's cost, especially after construction had begun. Metro's poor planning was to blame here, not the Collaborative; that the Collaborative sought to be paid as they were contractually entitled to be for the additional work is nothing to criticize.
