What does this mean?
Aggressively increase revenue to add more city services like police, fire, better schools, building demolition and neighborhood development.
How would one increase revenue, taxes, without the taxpayers paying more? Is there a trove of uncollected bills out there? That amount should be fairly identifiable, and identified, and maybe a goal of collecting, say, 25% of all uncollected bills outstanding for over a year would be a goal worth stating.
There is a chance that the base will increase, increasing the tax revenue. However, St. Louis City Government can be a tough maze to navigate already and I am a little wary when license collectors will be 'agressively increasing revenue.'

By licensing more businesses.
Under the incumbent, the City has been aggressive in finding unlicensed businesses -- using databases of occupancy permits, the SOS business databases, and street searches to identify City-based, county, and out of state businesses trying fly under the radar. McMillan is promising to do even more of that.
This is a good promise. If I have to pay for a business license, so should my competitors.
