Regarding Worried Citizen's point, I think poll participants are quite a different bunch than the electorate recently voting on charter reforms.

Such a digital divide would mean those with access to the web think of an alderman as easily accessible, even if he/she represents more than 12,000 folks. It would also likely explain the support for more IT funding.
