Housing Conservation Districts have nothing to do with eminent domain. It's a rather flimsy inspection process that really should be in place citywide, and enforced more consistently and accurately.

Now, if Troupe proposed a "blighting" ordinance for the entire ward, I'd be concerned. A redevelopment plan could include eminent domain.

But HCDs are about building maintenance, not about redevelopment. So, it sounds like somebody's barking up the wrong tree.

I'm in agreement, my point was that this is what happens when constituents aren't properly informed. If there is something well-intended by elected officials, in which could be articulated and substantiated in a forum that involves those it impacts, then there wouldn't arise these misconceptions.
