I guess it's a dog-fight, and Scott Air Force Base is considered vulnerable. One problem: Illinois is a Blue state and it's unclear whether our Red Senators Talent and Bond are in there fighting for Scott or not.
I think it depends more on whether Shimkus and the Speaker are fighting for it--while it's in Costello's district Shimkus will be key--Costello has an okay relationship with the Speaker too so that helps.
Though I think they ought to close it.

The defense department seems to have succeeded in making its existence not only one military readiness but also as a provider of jobs. Our military needs to be ready to keep us safe, and Scott Air Force Base staying open or closing needs to be evaluated in those terms, rather than what jobs get saved or lost. We, the taxpayers, are paying for our servicewomen and servicemen and I understand that we would like to see those tax dollars come back to our community, but the military performs much too an important role for the spending to be dished out like pork.
I don't know the merits of how Scott Air Force Base improves readiness versus ABC Air Force Base in another region, but I hope that is being considered.

As such it plays a critical role; however that is a role that I think is easily moved to another facility. That's a problem. I would argue, however, that military bases have become economic engines and the impact on jobs and community cannot be left out of the BRAC assessment. In that vein, one thing SAFB has done right is to build Mid-America where there exists greater (currently unrealized) potential for joint-use.
