Slay looking to the future?

The Post-Dispatch reviews an advance copy of Slay's inaugural speech. They make note of an allusion to a city-county merger:

"In four years, (St. Louis County Executive) Charlie (Dooley) and I may share fire engines, airports, a health district, a bond issue, a tax base or - even - an office," the text reads. "Or, we may not."

While the county may not be in favor of a merger, if the city experiences enough economic growth and positive change to make it palatable, Slay may try to position himself as the one who got the ball rolling. Nothing substantial is realistic in the next four years, but it can't hurt to be seen as thinking more regionally. Perhaps this may weigh on his decision regarding the residency rule.

Broadening your appeal outside the city limits would be a good move for someone contemplating a higher office (a question Slay, unsurprisingly, won't answer).

If a re-entry of the city of StL into St. Louis County becomes the goal, what do you think is a realistic timeline for that to happen?

A lot could happen in four years, especially if we got started now.

Think about what is open to Slay--he's not a compelling statewide candidate for a variety of reasons mostly being he's a St. Louisan and in a primary he's pro-life. So what does that leave?

City-county merger must be the next great focus for the region. As sections of St. Louis county continue to decline, and the city continues its renaissance, no longer is the poor, downtrodden city looking to the county for a handout via a merger.

Hopefully the rise of St. Charles County and the stagnation/decline of large parts of St. Louis County (while the region's population has remained at a baseline) will finally help to convince us all that we need to unite to advance the entire region, instead of slowly shuffling population among municipalities while the whole region is surpassed by third-tier cities with their act together.

A plan that allows for local control of schools, fire/protection districts, and limited local zoning control could work.

I agree with ArchPundit's speculation about Slay's next "higher office" being the 3rd CD. It ties into a 2003 rumor (reputedly started by Jim Shrewsbury) that Gephardt would resign his seat midterm to devote full time to his presidential campaign, and also pave the way for the Central Committee to nominate Slay primary-free. That didn't happen, of course, (Gep devoted full time to his presidential campaign but kept collecting his congressional salary without bothering to be there to vote on key issues like overtime pay), but one wonders if it nevertheless reflected some interest on St. Francis' part in the congressional seat.

No one really believes that the entire culture of outstate hating the City is going to change.

But a statewide Democratic race is hard as pro-life for Governor.

At the very beginning here we need to narrow the focus to the single act of St. Louis City re-entering St. Louis County as the 92nd municipality. So 'merger' is the wrong term to use, and will only serve to scare some people from supporting this idea. If St. Louis City rejoins the County, the main effect it would have on most St. Louis County residents would be to lower their taxes, something I think everyone could be excited about. As the 92nd muni, fire engines would not be shared, the airport probably would be, the Health Dept. could be, but that would be up to the City of St. Louis, bond issues would sometimes be shared, the tax base would absolutely be shared (hence the tax cuts) and an office would not be shared.

Does anyone know when was the last time there was an attempt to merge St. Louis City and St. Louis County? Who was involved in this proposal?
