I logged on to look at the Amendments A, B, C & D. However, I'm not able to actuall read anything more than "headlines".. is it designed that way or is that actually a way to get into this site?

Not sure what your question is. If you want see the amendments themselves, we have those posted further down on the left hand side. If you're interested in the new issue, it is not on the web site yet. You can either subscribe (yes), or pick up a free copy around town (also okay). See our distribution sites link on the left also.
