A little more information: Kerry actually only had about 60 people on the ground, not the 100 I suggested yesterday. My mistake. They will keep some people here to answer phones, maintain some facade of activity.
However, there were expectations of a major ($700,000 - $800,000) GOTV effort from the DNC which will not occur.
That hurts all the Democrats on the ballot.
The Kerry campaign is only part of the picture. 527s like ProVote and America Coming Together are in place to handle the GOTV role. It is so well integrated that legitimate questions about coordination may well surface.
Both Kerry and Bush have reduced or ended TV advertising in MO, but again, the 527s are there to pick up the slack. The Swiftboat Veterans are now running ads here, coinciding almost exactly with Bush's discontinuance of his own ads. Watch for Media Fund and MoveOn.org to fill Kerry's void. The average viewer won't notice that neither Bush nor Kerry are running ads, because it will seem like they are.
Not advertising in MO is exactly what I advocated in my August 26 post about Missouri's "perfect storm (http://stloracle.blogspot.com/2004/08/perfect-storm-is-brewing-in-missouri.html)," but the reason is exactly the opposite of what the Kerry and Bush campaigns are saying. In reality, MO is a lock for Kerry, not Bush.
